Transcript: Ontario’s newest superjail for youth is not safe for its teenage inmates, a report by the province’s children and youth advocate says. The Roy McMurtry Youth Centre has won international acclaim for its design, but it’s a different story inside the $93 million Brampton facility. In mates are complaining of being abused and mistreated. upon hearing this the Minister of Children and Youth Services, which oversees the jail is in the process of changing this complaints of violence, abuse and neglect have risen dramatically in the past eight months. In new allegations outlined in a report made by Irwin Elman the youth advocite, youth describe being brutalized by guards and ignored by nurses at the 192-bed facility. After just a few months operating, staff and detainees have experienced accounts of escalating violence, lack of programming and questionable body-cavity searches for missing items, including a DVD. Elman’s first official report on the institution highlights yet more concerning allegations. “Excessive Force,” the report states that one youth was doing a chore at the jail when “I was grabbed roughly from behind by one officer and forced up against the wall.” “Standard of Care,” youth say they were denied medication because of a “nurse shortage.” Others complained about a lack of food and being served raw Laurel Broten, Minister of Children and Youth Services, which oversees the jail, said her office has spent the past few months drafting an action plan to address concerns about the facility. The plan, includes phasing in more staff training, anger-management programs for detainees and improving the assessment process that determines to what unit youths are directed on arrival. Irwin Elman sees the root of the centre’s “crisis” as a fundamental disagreement between staff and managers about how to run the facility In response to an early draft of Elman’s report, the ministry recently submitted a list of nearly 140 programs it said it had implemented at the superjail. Elman’s office reviewed the list and surveyed almost 90 youths at the jail to see whether they were familiar with any of the programs. A line-by-line analysis revealed some of the programs have been cancelled, while others were one-off activities and a few seemed right out of place on the list. Transcript: He was attacked once before, but on November 28th, 1994, Dahmer was killed by a fellow inmate, Christopher Scarver. He was beaten with a broom stick and died on his way to the hospital. These are intentional murders, Especially where the killer plans the killing. These are typically the capital form of homicide. On July 22, 1991, Jeffrey was attmepting to create another victim, but it didn't work out so well for him. The man was able to escape and get the police. Once Jeffrey's aparmtent was searched, they found many disturbing things, including human sculls, and dismembered body parts. Dahmer was kept at the Columbia Correctional Institute in Wisconsin. Dahmer was sentenced 15 life sentences, 957 years in prison. Between 1978 and 1991he had killed 17 men and boys. The first killing being when he was only 18 years old. The murders consisted of rape, dismemberment, necrophilia and canibalism. Dahmer was a sever alcoholic, and gradually his killing became more of a routine. Homicide is a broader statement than murder. When someone commits homicide, it could be criminal, but it could also be an act of self-defense. These can include unforeseen brawls where someone pulls a weapon, where a spouse comes home to find their partner being unfaithful, or where an ordinarily peaceful person is provoked to suddenly lash out. Throughout his trial, Dahmer expressed extreme remorse and guilt, and even stated he wishes death apon himself. His murders caught up with him, and Christopher Scarver felt satisfied with his killing. Killing that is basically unintentional but that is so negligent that society punishes it. This could include something like a driver who speeds recklessly, loses control, and kills someone else on the roadway; the driver did not intend to kill anyone and probably did not even know the victim, but he was intentionally neglecting laws that are meant to keep people safe on the roadways and caused a death through that law-breaking negligence.
