Transcript: CNMI PSS Invitation for Bid Unless otherwise authorized by law or by regulation, all Public School System contracts above $25,001.00 subject to § 60-40-210 shall be awarded by competitive sealed bidding Justification Memo Bid Opening 1 A request for the Invitation for Bid prepared by the schools or programs should be addressed to the Commissioner of Education, through the Chief Procurement & Supply Officer for approval. 2 Explain why they need the items or services, and provide details like specifications or scope of work for the Legal Counsel to review and advise on. 3 Bid Opening is on the date and time stated into the Invitation for Bid. All bids submitted will be opened publicly with the Chief Procurement Officer, Procurement Specialist, and the bidders who attended the bid opening at the Procurement & Supply Office. After all of the bids are opened, the CPO will issue a Bid Opening Summary Sheet that has the list of the bids opened with the relevant informations. This memorandum should state the amount and the account or the funding source they are using for the Finance Office and Federal Programs Office certification. 4 Upon approval by the Commissioner it should then be back to the Procurement for the Public Announcement Evaluation Process Responsible Bidder 3 Coppies of the bids by the lowest bidder will be sent to the Evaluator. At least 3 evaluators will do the evaluation or selection process. After the evaluation the Director of the Program or School will Recommend the Award to the winning bidder and address it to the Commissioner of Education for Approval. When the Recommendation is approved, Chief Procurement & Supply Officer will issue a Notice of Intent to Award to the winning Contractor and notify all other bidders at the same time. On the fifth business day, if there's no Protest on the Notice of Intent, the Contract will be routed to the PSS contracting parties for their approval and signatures. Issuance of Bid Package Public Notice Contents IFB Number and the Title of the Invitation 1 During the Public Notice: Procurement is issuing the Bid Package to the interested bidders who requested through emails or by pick up from the P&S Office. They send RFI (Inquiries) based on the Bid Specifications or Scope of Work through email. 2 Dates of the announcements or Notices Due date of the Questions or Inquiries Due date of the Procurement's Response Due date and Time for the bid submission and of the Bid Opening or Closing. Contract Routing 3 Contacts for the: Issuance or Request of the Bid Package Request for Inquiries or RFI Public Notice publish into the newspaper and also posted into the CNMI Public School System Website PSS Contracting Parties: Procurement & Supply Federal Programs Officer Finance Office Legal Counsel Commissioner of Education Chairman, Board of Education Contractor Procurement & Supply Award Notice will be sent to the Contractor and all other bidders when the contract is fully signed.
