Transcript: Recommended Form of Government Executive Power The legislative power should be bicameral because it makes checks and balances easier. The members of the Xlandian legislature should be selected by popular vote. This will give the citizens more of a say in government. Our task force has chosen a written constitution because it is a more structured and controlled form of government without any confusion. The constitution of Xlandia should establish a unitary system because it has one region within its government. It will be more efficient and have less levels of government. We also believe a parliamentary system would be a greater change from the dictatorship that they used to have and would result in less conflict between people. The rights of the people will be protected in the constitution. The military will be controlled through the government. We believe the civilians should have more control over the military. Conditions to Keep Democracy Strong The chief executive should be selected by popular vote, because the people should have the power to choose who they want to lead their country. The executive role will be making laws and enforcing the laws. Executive power should be shared by more than one, so there is checks and balances. We also believe the legislature should approve of the Cabinet because it will be more efficient. White Paper In order to keep a strong democracy, there should not be any branch of government that becomes too strong. We have created a system of checks and balances. This causes not one branch of government to dominate the others. Citizens need to participate in democracy to keep conditions strong. They will need to create political parties and a voting system. Voting in Xlandia is voluntary, so citizens only vote if they want to. Citizens of Xlandia are encouraged to get informed and vote so that they can develop a strong democracy. Another thing that will create a strong democracy is a strong middle class. The middle class citizens are taxpayers and they will want a say in how the government is run. Because of this, it will get the citizens involved in democracy and motivate them to vote. A strong education system is also essential. People will need to be educated in order to run for congress, and voters will need to be educated as well. Support from other nations will also help form the new democracy. Xlandia can offer support to it’s neighboring counties by providing support by loans, trades, education, and health services. Constitution The political party system in Xlandia should ideally be a multiple-party system. This will add more options and more ideas for people to think about during the elections, and more citizens views will be represented. Elections should be held every two years. If the person elected is doing a bad job, citizens can vote him out every two years. The person can be re-elected two times so that they can run up to six years. Elections in Xlandia will be voluntary so only people who want to and who are educated can vote. The Judicial branch should be formed carefully, by the executive branch with legislative approval. This will give the citizens a say in the judicial branch, but not too much say. It is important to have a mixture of both limited and unlimited power. Citizens will learn a lot about the legislative and executive power, but not as much about the judicial power. That is why the judicial branch will be chosen by the executive branch with legislative approval. Judicial Power Citizen Participation We believe that the basic function of a constitution is to be a controlling body that keeps the country within peaceful terms. The constitution of Xlandia will not be an unlimited government, but instead a democracy. The people will have the power to elect leaders who represent them. It will be limited in a way that the majority rule can not do whatever they want. Legislative Power
